Verve is Trek's comfort hybrid, and the lowstep frame runs XS to L only. There is no XL or 2XL in this ladder, so a rider taller than 186 cm is outside the published range rather than between two sizes.

Verve trims
Trek sizes the Verve Lowstep frames from one table. Verve 1, 2 and 3 Lowstep publish the same bands and the same frame numbers, so the size carries between trims.

Verve Step-Over is a different frame from Verve Lowstep. It runs S to XL instead of XS to L, and its M standover is 87 mm higher, so a Lowstep size does not carry to Step-Over.

Start with the Trek height band: XS for 147–155 cm, S for 155–165 cm, M for 165–175 cm, and L for 175–186 cm. Then confirm inseam and standover for the size you land on.
No. The Verve lowstep frame is built in XS, S, M, and L only, so Trek publishes no XL or 2XL band for it. A rider above 186 cm is outside the published range.
Trek publishes Verve M for riders from 165–175 cm (5'5"–5'9") with a 77–83 cm inseam. It carries 644 mm of stack, 385 mm of reach, and 682 mm of standover.
The height bands match, because both frames read Trek's city sizing table, but the frames do not. Verve M stands 87 mm taller at the front than FX M and its reach is 12 mm shorter, so the same letter is a more upright ride.
180 cm falls inside Trek's L band of 175–186 cm, which is the tallest Verve size. L adds 9 mm of stack and 7 mm of reach over M, with standover rising 12 mm to 694 mm.
